Momentum, enthusiasm and urgency are not sufficient evidence of readiness. First specify the decision or activity for which readiness is being assessed.
Then ask whether the relevant authority, evidence, resources, capacity and dependencies are in place. State what remains conditional and who is responsible for resolving it.
Avoid a single unqualified label
A case may be ready for an initial discussion but not for procurement, establishment or financing. Make the permitted next step explicit.
Readiness can also change. A revised mandate, new evidence or an expired commitment may require another review. Preserve the date and basis of the earlier assessment.
